The Vermont Agency of Education has released its Current State of Special Education Delivery report to the Legislature, as required by Act 73 of 2025. Developed with input from educators statewide, the report provides an in-depth analysis of rising special education costs, increasing student needs, and gaps in service delivery. It highlights Vermont’s strong commitment to inclusion but raises concerns about the growing reliance on separate school placements and workforce shortages. The findings will inform a forthcoming three-year strategic plan aimed at improving instructional quality, building district capacity, and ensuring equitable outcomes for students with disabilities across Vermont.
